My Place structure is built as follows

|All Saints Church, Culceth Lane|Church/Chapel|
|Newton Heath|Urban district|
|Manchester|Ancient Parish or Civil Parish|
|Lancashire|County|
|England|Country|
|United Kingdom|Sovereign State|

Therefore on the Places page State/Province & Country Columns are irrelevant any way to turn these off

If you absolutely need to suppress the columns, you would need to hack

\gramps\plugins\webreport\place.py

What lines to alter/suppress you will need to figure out for yourself.
