I guess “and” strings is used for other things too. it is properly translated “and” = “ו”, but in a “span” context it should translate to “ל” (with or without a “־” (makaf) that should behave as @yaron described).

I was looking into reading the prefix (מ, ש, ה, ו, כ, ל, ב), if the prefix letter is any of these and the first character is either in Latin Non Hebrew Char or a number I would add the Maqaf, the other case with double Vav is very rare but it’s not so complicated to handle once you have already implemented the Maqaf orchestration.
