Yes. But most applications generate a dialect of GEDCOM rather than being fully compliant with the 5.5.1 standard.

Yes, you can import a GEDCOM file.
Open Gramps and if you have not already created a database file, go to the menu >> Family Trees >> Manage Family Trees.
Here you can create your database, rename it to something meaningful to you, then Load family Tree. If you have already created a database, you can select it and load the tree/database.
Now you can import the GEDCOM file.
Go to menu >> Family Trees >> Import.
You can navigate the file selector to the GEDCOM file, select it, then Import.
