I installed the program using Portainer and reached the login screen.

This means that the SMTP (outgoing email server) settings are not correct.
The easiest way would be to create a new user via the command line.
docker compose run grampsweb python3 -m gramps_webapi user add USERNAME PASSWORD --role 5
