Foreign language videos on YouTube can use that platform’s automatic cc (closed captioning) feature to show subtitles in the same foreign language. And the auto-translate feature can show the foreign language subtitles in a viewer’s native language.
This is accessed via the Settings → Subtitles/CC → Auto-translate. (Video about using the Auto-translate feature.) Of course, Auto-translate also supports translating English subtitled video to other languages.
