In the Person dialog, when I type into the Surname field, I get a pop-up with a list of matching surnames that I can choose from or ignore. When I type into the Given field, I get no such list. Can I enable such a list (for example by changing an .ini file or a style sheet)?

Short answer: No. Given name does not have the same autocomplete found for the Surname field.
I seem to recall a Feature Request to add that capability but I cannot find it (if it actually exists).
Given name does add new names to the Gender selector. If I mistype or fail to capitalize the first letter, this function causes a halt to the entry process asking me which gender to set for this ‘new’ name. This actually alerts me to the error which I can then correct.
