For documenting the next enhancement release:
Add drag’n’drop and GUI arrow buttons for re-ordering of Rule in custom filters. Controls order of operations when applying the rules, allowing slower rules to be applied later … after winnowing datasets.

This PR adds the ability to change the order of rules in the filter editor by dr… agging/dropping, up/down arrow buttons, and keyboard controls.
Visual info is given by a textual hint below the rule list (requires translation), and via changing the mouse-over cursor.
