No, I’m useless explaining things.
When you said you wanted a list of Links I thought you were after something like this;
I think that the Notes Quick View: Link References (gramps/plugins/quickview/linkreferences.py
) would probably be the easiest to adapt to an optional item for your report. It is already a “Report” type of code.

I am not aware that Private notes are excluded, I thought that all notes were printed.
My thinking being that this is not really a publishable report, so more of a tool for the researcher to correct spelling errors within notes etc.
Yes, that is the problem. If you have more than a couple dozen Notes, this report becomes unusable.
If it could be targeted (with filters), it remains useful for the original purpose: researchers validating the invisible data in their Notes.
Moreover, a filtered version (with a mask that respects when things are supposed to remain “Private”) is also useful for inclusion in Books of reports… to show that self-same invisible data.
I think you are hitting the problem I always have, which is that Note filters can only work with those rules which are Notes centric.
You cannot have just a family’s notes because there is no Family to Notes rule.
So Notes filters are a kitchen knife compared to the scalpel that is the filters available for People or Families.
