I am using Gramps version AIO64-5.2.3-r1-aa03f5a and Windows 11.In all my years of using Gramps I have never been able to get this feature to work after a reinstall. Whenever I have needed to replace my computer or do a wipe and reinstall, after reinstalling Gramps I put in the proper location of the media folder hoping to get all the individuals photos back, but it is never worked so I need to enter each photo manually-very time-consuming. I have just done a computer upgrade and I’m facing the same problem. Any suggestions how I can get this feature working? Thank you.
Setting the media folder only helps if you have relative paths in your database. Do you have those? Can you show a screen shot of the contents of your media tab, in Gramps? And can you show where they really are on your disk?
How would I see if I have relative paths in my database? Based on your response, I think I see the problem, not sure how to resolve it. The media tab in Gramps shows a different path (from the old computer) than where my media is on my new computer. So I guess my question is how do I change all at once, the media path on the media tab in Gramps to point to where my media really is on my desk. Not really looking forward to changing each item location in the media tab one at a time.
Use one of the builtin tools from the Media Manager to do it.

Absolute paths start with a drive letter, like C: on Windows, or with a /, on Linux and Mac. Anything else is a relative path, and the base path only works for relative paths.
If you have absolute paths, which is most likely the case, you can use the Media Manager to replace a unique part of text in the old path with the proper text for the new path. And once that works, you can also set the base path to the first part of the new paths, a part that all files have in common, and let the Media Manager convert all file paths to relative, by removing that part from their names in the media table.
