I have about 600 citations. Several last citations are not displayed on the Citations tab but I can open these citations via persons (via relationships) - so, they are really existing in the DB. When I create a new citation it is shown in the list. How to display missing citations in the list? It looks like a glitch.
Check the confidence rating of the citation. If it is set to Low or Very Low then the citation may not appear in the Citations tab.

I think that filter should be empty as a default filter state. But not critical.

An enhancement request was filed for this after 5.1.2 was released. Since it IS an enhancement, it has to wait for a major release. However, it is not currently ‘assigned’ nor on the roadmap for the 5.2 version.
