Filter to get place enclosing a subplace

I’m looking for a place enclosing another one using filters.

i.e: what is the city enclosing a street place returned by a Place with events corresponding to <event filter> filter

What could be the filter to obtain a higher place level? I’m looking for the cities to which these streets belongs?
