It is likely that this is because the non-existent parents don’t have a surname that matches the People of Interest. The workaround for not graphing parents of Females is worth trying.

One of its tests for the report’s removeuninterestingparents() code whether the person of interest shares a surname with a parent. I suppose that, in theory, this is supposed to trim out adoptive parent or step-parents families. But it seems to be too aggressive in practice.

So, the recommended workaround is to disable the Try to remove extra people and families option in the Report Options tab
