My operating system is Windows 10. I moved all documents under subdirectory Document to OneDrive, i.e., from my harddrive to Cloud. All the files linked through Gallery are no longer available. How can I easily have them relinked?

In Preferences (menu >> Edit >> Preferences) you can set the Base path for relative media paths: Set the path to your Gramps media folder on OneDrive.
If in the Gramps’ media record the Path contains the full (old) path name, you can use the Media Manager (menu Tools >> Utilities) to convert the path field from absolute to relative. This will leave just the file names and any sub-folders found in that media folder you set in Preferences.
