There are 2 places to find the New Tag… dialog.
In the Wiki, see Tags (English) or Les étiquettes (French)

the problem is that i dont have any buttons for that :
And in Edit I dont have “Tag” choice …
My bad i just get it ! I was in working in graph view …

The menu and toolbar are dynamic. If there are no objects where the operation makes sense in the selected category’s context, the items do not exist.
That is the Chart category toolbar. You cannot ‘tag’ charts. Try selecting the People category.

Sorry to contradict I use Graph View more or less constantly and you
simply right click on the individual and you get a pop up list
including Tags

Isn’t that a Tag selection list dialog from the Edit Person dialog, not in the Charts view itself?
It doesn’t have the New Tag… or the Organize Tags… options.

You are correct in that it is Tag Selection only but you should not in
my opinion be using Graph View unless you have already created the
majority of Tags you need. It is after all a View

That’s true. But everything else is a View too. So if it being a view was a consideration, then Tags wouldn’t exist.
Actually, one of the big uses for Tags is to color code rows in tabular views. And another is for refining filtering. So creation and deletion of Tags is a very fluid thing. Plus, there are options in some Charts for displaying Tags in the person boxes.
But the bottom line is: original question was about finding the access points for creating Tags. So we are digressing when discussing whether you should have planned out a structured Tagging scheme. (Since I cannot resist commenting, I consider Attributes to be the better place for permanent and well-structured formal flags.)
