How does the Gramps Plugin Registration resolve conflicts?

If there is an id/name/fname conflict during the Gramps startup registration, how is it resolved? Does it just choose the higher revision? Or does it choke on the second one discovered?

In particular, if there is a built-in plug and we want to upgrade it before the next major release of Gramps, can the Registration sort that out? Can it figure that an addon with identical id/name/fname but higher version should flush the builtin plugin and use the addon plugin instead?

Gramps can have only a single plugin/addon with a given id. It will fail if there is more than one.
So there is no easy way to upgrade the standard plugin with an addon.
