Can Gramps Desktop (with installed the Shared Postgres Server add-on) work with a remote database from the Gramps Web site?

I believe only Gramps Web Sync is able Synchronize Gramps Web and Gramps Desktop

Yes, the SharedPostgreSQL addon – just like the old PostgreSQL that predates Gramps Web – is a “normal” Gramps database addon and can be used with Gramps desktop.

However, I wouldn’t recommend doing it but recommend to use the Sync addon instead. One of the reasons is that changes that are made via direct Gramps desktop database access do not respect the Gramps Web change history database, so you cannot view or undo changes as you can for changes that are made in Gramps Web or synced via the sync addon.
