The blocking is due to measures taken by LaLiga (Spain’s professional football league) to block internet access linked to illegal streaming of football matches.
This block, part of LaLiga’s anti-piracy efforts, affects many IP addresses used by legitimate sites (including Gramps) because these IPs are shared by Cloudflare’s content delivery network.
He sarcastically suggests that Gramps is being unfairly targeted as if it violated the rights of ancestors, highlighting frustration over overbroad blocking that cuts off legal websites due to LaLiga’s enforcement actions and related court orders in Spain.
The complaint references a website checking IP blocks, showing the impact of the blockage in Spain:

…The IPs blocked in Spain do vary. Cloudflare cannot and won’t change the IPs allocated to your site as otherwise the blocked sites would do that too and eventually all Cloudflare IPs would be blocked.
You can upgrade your plan which will change your IPs, but there’s no guarantee that those IPs too aren’t blocked now, or in the future. Paying for a plan for this reason is at your own risk.
VPN can be used to bypass the blockage during the games.
