So far, the international category on the Discourse forum has been a failure. There has been no activity.
But there is also no landing page inviting non-english speaking users to use the forum in their language.
Perhaps a language bar springboard in the tacked Welcome note shown to unregistered visitors would start some traffic?

(The WordPress landing page for the Gramps-project.org site could use something similar: a springboard to a page that talks about Gramps being adaptive to a native language and bi-lingual use. And leading to specific pages about challenges unique to international users… with instructions how to force Gramps to use a different language than the OS language in reports and spellcheck dictionaries.)
The other alternative is to delete the sections.
