I’m not 100% sure the sub 10 second optimizations will generalize to all filters and rules

I have a refactored filter system with an optimization that reduces the time to 5 seconds. I think this generalizes to all filter structures, but it can’t optimize all filters. It can only optimize those filters applied to the whole database that have one or more non-inverted “and” rules somewhere in the rules.
