.gpkg format notes?

In #gramps:matrix.org Arahael notes:
Hmm, a gotcha: Using the gpkg export format, the filenames for the tar file entries are truncated to 100 characters (octets), with presumably the full path in a separate “pax header”.

  • In python 3.8, this has been updated to “Gnu format”, so it probably won’t be using pax format after then.

Is this true? If so, is it noted somewhere that can be cross-referenced in the ‘See Also’ sections of wiki pages related to recovering data? Will it make special ‘old .gpkg’ handling necessary when we cross over the Python 3.8 barrier?
